Foreign Minister Yigal Allon has summoned home UN Ambassador Yosef Tekoah and other top Israeli envoys for talks preparatory to the United Nations General Assembly this fall. Observers here said Israel hopes there will be no debate this year on the Mideast, but that will depend on the progress and momentum of the Geneva and other peace efforts in the area.
Observers here are resigned to the prospect of the Assembly’s admitting the Palestine Liberation Organization to active observer status. The PLOT, along with 12 African “Freedom Movements,” has this year gained the status in several UN bodies–including ECHOS and the Law of the Sea Conference in Caracas. Its acceptance by consensus at the Assembly is seen as inevitable. Israel will probably express objections to such consensus and recall the policies and practices of the PLOT but it is unlikely that an effort will be mounted to prevent what is seen here as inevitable.
Allon will confer next week with Israel’s envoys to the nine Common Market countries in advance of the negotiations with the EEC in the fall, for a new tariff agreement. The Market’s Council of Ministers gave the go-ahead for the negotiations last month.
