Western diplomats here say that the Soviet Union is not in favor of expelling Israel from the UN. According to diplomatic sources, the Soviets do not support the Arab campaign to oust Israel because a decision by the General Assembly to deny Israel its UN membership will undermine the power of the Security Council where the Soviet Union is a powerful member and has the right of veto. According to the UN Charter only the Security Council has the legal power to oust a member state from the world body. According to those sources, the Soviet position on the issue is not official and was conveyed to Western diplomats by personal contacts with Soviet diplomats here.
