The Student Struggle for Soviet Jewry confirmed reports from Moscow Thursday that Vitaly Rubin has been granted an call also to emigrate to Israel. Rubin an authority on ancient Chinese philosophy, first applied for a visa four years ago but was repeatedly refused on grounds that he possessed state secrets.
