The nine European Economic Community foreign ministers at a meeting here over the weekend authorized its chairman, Dutch Foreign Minister Max Van Der Stoel, to urge the forthcoming United Nations General Assembly to adopt tougher measures against hijacking by terrorists. The unanimous decision was taken on a proposal by West German Foreign Minister Hans Dietrich Genscher. The nine ministers hope the General Assembly will adopt the proposal made by them in Brussels last July that terrorists will be prosecuted or extradited to a country where the crime was committed.
