Secretary of State Cyrus Vance discussed U.S. foreign policy before a closed session of the House of Representatives this afternoon. The House International Relations Committee invited all members of the House to attend. “This is the first time in recent memory that such a session has taken place,” State Department spokesman Tom Reston said. “It is part of ongoing consultations with members of Congress. We understand that this particular session was suggested by Congressman Lee Hamilton (D. Ind.). During the 1976 Presidential campaign, such a suggestion was put forth by then-Governor Jimmy Carter for such meetings.” The session was closed because classified information was to be presented, Reston explained.
