President Ephraim Katzir approved Monday an earlier decision by the government not to grant prisoners a general amnesty on the occasion of Israel’s 30th anniversary. Katzir’s statement was another blow to a public campaign conducted by prisoners’ relatives charging that Premier Menachem Begin had earlier promised a general amnesty.
