A bipartisan bloc of five leading Senators have proposed the United States initiate an “economic partnership” for development of the Middle East to parallel the region’s political advances made by the Camp David frameworks.
Sen. Henry M. Jackson (D. Wash.) introduced a “sense of the Senate” resolution last Thursday to that effect with Senators Frank Church (D. Idaho), Jacob K. Javits (R.NY), Clifford Case (R. NJ) and Richard Stone (D.Fla.) as its cosponsors. All except Jackson are members of the Senate Foreign Relations Committee which Church is slated to head when the new Congress convenes in January.
Both Jackson and Church in speeches following the Camp David accords urged a “Marshall Plan” for the Middle East. The resolution represents a congealing of their ideas and a call for President Carter to implement it. The Foreign Relations Committee is to consider the resolution.
