Egyptian Prime Minister Mustafa Khalil will meet President Carter at the White House Friday afternoon after he has a working lunch with Secretary of State Cyrus Vance at the State Department, the Department said yesterday. Khalil, who will arrive here tomorrow afternoon, will bear Egyptian President Anwar Sadat’s latest thinking on “linkage” of the Egyptian-Israeli peace treaty with Palestinian Arab autonomy on the West Bank and Gaza Strip.
The Blair House conference spokesman, George Sherman, in confirming Khalil’s schedule Friday, said that he did not know how long Khalil will stay in Washington. In response to questions, Sherman said that no trip is “being planned” by Vance as a next step in the Egyptian-Israeli treaty talks. “The next step remains to be seen,” Sherman said. He also said that the U.S. government was not informed in advance of the publication, first in Egypt of the Egyptian-Israeli treaty text, and Annex III later in Israel. He said the U.S. prefers that the texts not be published prior to agreement.
Sherman was asked whether Edward Sanders, Carter’s special assistant on Jewish affairs and other matters, is participating in the Blair House negotiations. Sherman replied that Sanders is not a member of the U.S. delegation. He has taken part in “consultations,” Sherman said. “A number of people take part,” he added, noting that they had “no special role.”
