The Israeli and Egyptian working groups on autonomy ended their first three day session in Alexandria yesterday with no apparent agreement on the nature and scope of autonomy for the Palestinians on the West Bank and Gaza Strip. The delegations decided to submit working papers, containing their respective viewpoints, to the ministerial level autonomy committee scheduled to meet, for the fifth time, in Haifa Sunday.
The working groups were established last month by the ministerial teams to negotiate over details of the autonomy plan. At their four meetings since May 26, the ministerial teams, headed by Interior Minister Yosef Burg of Israel and Prime Minister Mustapha Khalil of Egypt, achieved no progress. Their next meeting in Haifa will be attended by Robert Strauss. President Carter’s special envoy to the Middle East. Strauss also attended the last previous meeting in Alexandria.
