Rep. Jack Kemp (R.NY) said he has introduced a resolution which calls upon Congress to express its concern that the Soviet Union should assure “full and equal participation in the 1980 summer (Moscow) Olympics by all athletes, spectators and journalists.”

The measure calls upon both the House and the Senate to concur that the Soviets should allow equal participation regardless of former citizenship, nationality, religious or political affiliation, ethnic background or relationship to any Soviet citizen.

As he introduced his measure on the eve of the Congressional August recess, Kemp declared, “It is imperative that we elicit guarantees from the Soviet government in keeping with their responsibility to the international community to uphold the Olympic spirit of mutual respect and fair play.” Kemp said he will be working to gain support from his Congressional colleagues when Congress reconvenes in September.
