President Reagan has signed a resolution proclaiming April 4 a National Day of Reflection in honor of the 80th birthday of Rabbi Menachem Schneerson, the Lubavitcher Rebbe. A resolution proclaiming the day was adopted by both Houses of Congress. In the House, where it was sponsored by Reps. Jack Kemp (R. NY) and Benjamin Rosenthal (D. NY), it passed by a 389-3 margin. In the Seriate, where it was sponsored by Sens. Daniel Moynihan (D. NY) and Rudy Boschwitz (R. Minn.), it was adopted by voice vote.
