The cost of living index rose during March by 10.7 percent, a new record for that month, the Central Bureau of Statistics announced Sunday. It brought the inflation rate to 42 percent during the first quarter of the year, with a 240 percent index rise during the past 12 months. The Histadrut and the Manufacturers and Employers Association signed a new agreement immediately after the announcement, fixing the C.O.L. increase to be paid with April salaries due for payment on May 1 at 38.2 percent.
