The Security Council, which met here Monday to discuss Lebanon’s complaint against Israel, decided to postpone the debate and reconvene Wednesday. According to diplomats here, Lebanon requested the delay to try to modify the anti-Israeli draft resolution circulated here Monday, to avoid a U.S. veto.
