A report by a team of Foreign Ministry experts has recommended that Israel’s policy toward South Africa be guided by the policies of Western European countries that have imposed trade sanctions against the apartheid regime in Pretoria, it was learned here Wednesday. The team was headed by Yossi Beilin, political director general of the Foreign Ministry. Beilin refused to make public details of the report but said Israel’s measure should fall “within European parameters.”
