Israeli Prime Minister Benjamin Netanyahu decided not to send a former ambassador to the United States, Zalman Shoval, to lobby the U.S. Congress against President Clinton’s Middle East peace initiative. Netanyahu has launched a campaign aimed at avoiding any U.S. pressure on Israel to accept the initiative as a means for advancing the deadlocked negotiations with the Palestinians.
