Eliahu Ben-Elissar’s tenure as Israel’s ambassador to the United States ended with this departure for Paris, where he will serve as ambassador to France. His successor, Zalman Shoval, begins his term Thursday. Shoval served in the post under former Prime Minister Yitzhak Shamir.
