Jewish groups, civil rights organizations and lawmakers called on Congress to pass tougher hate crimes provisions before it adjourns later this fall. Wednesday’s call came two days after President Clinton vetoed a spending bill because the provisions were stripped from the legislation. The Hate Crimes Prevention Act would give federal prosecutors new authority to prosecute hate crimes against women, the disabled, and gays and lesbians.
