U.S. Secretary of State-designate Colin Powell said that the incoming Bush administration would seek peace in the Middle East based on Israeli security and Palestinian aspirations. But he added during his confirmation hearing that U.S. efforts would be based on a “hard-headed recognition that the parties themselves must make the peace.”
