Israeli troops began withdrawing from Bethlehem. Israeli Defense Minister Benjamin Ben-Eliezer and two top P.A. officials agreed Sunday on a plan under which Israeli troops will gradually pull back from Palestinian areas, beginning with Bethlehem and the Gaza Strip.
