President Bush made elections in Lebanon and among the Palestinians the centerpiece of a major policy statement on Middle East democracy. In his speech Tuesday to the National Defense University, Bush said Syrian President Bashar Assad’s hedged pledge to pull back from Lebanon was inadequate; Syria must leave before May elections in Lebanon.
