President Bush announced a delegation to the 65th commemoration of the Babi Yar massacre. The delegation to the Sept. 27 ceremony in Ukraine is headed by Education Secretary Margaret Spellings and includes Gregg Rickman, the State Department’s special envoy on anti-Semitism, and Fred Zeidman, chairman of the U.S. Holocaust Memorial Council.
