Israeli police recommended indicting President Moshe Katsav on charges of rape and sexual harassment. Katsav rejected calls to resign, and his attorney said Monday morning that he will quit only if an indictment is submitted. Investigators presented their findings and recommendations to Attorney General Menachem Mazuz and senior officials in the State Prosecutor’s Office.
