Vandals rampaged through a Jewish cemetery in the south of Bucharest.
Romanian authorities promised a full investigation after the Oct. 23 attack, which damaged as many as 200 grave markers and toppled about 100 headstones.
Jewish community leaders said the incident appeared to have been an organized attack rather than random vandalism.
About 40,000 people are buried in the cemetery, the largest in the Romanian capital and still in use.
