THE LABORITE HEBREW DAILY DAVAR IN AN EDITORIAL TODAY DECLARES THAT THE ARAB PRESS REPORTS ON PEACE PROPOSALS SHOW THAT THE ARABS NOW REALIZE THE NEED OF AN AGREEMENT. THE EDITORIAL ADDS THAT THE REPORTS ARE MISTAKEN ON THE POSSIBILITY THAT ANY PEACE AGREEMENT WILL BE ON THE BASIS OF A JEWISH MINORITY IN PALESTINE. THE JEWS, IT ASSERTS, ARE MORE EAGER THAN THE ARABS FOR PEACE BUT WILL NEVER AGREE TO DEPEND ON THE GRACE OF OTHERS.
