2 Cabinet Members Failed to Vote on White Paper

Newspapers reported today that no serious notice will be taken by the Government whips of the action of 140 Conservative M.P. ‘s in abstaining from voting in the Palestine debate. One of the reasons for disregarding such a breach of party discipline after three-line whips had been exercised was understood to be the fact that two members of the Cabinet, War Secretary Leslie Hore-Belisha and Health Minister Walter Elliott, were among the abstainers.
