” ‘What use is $6,000,000? It is a mere drop in the bucket. If the need for upbuilding the life of the Jews in Russia and Europe and Palestine is still urgent, what has the work of the last fifteen years accomplished?’

“These were questions propounded to me yesterday. Is there an answer? The answer lies in the fact that today 75% of the moneys needed for the communal and the reconstructive efforts overseas are supplied by the people over there themselves.

” ‘Then can’t they supply the last 25%?’—to which I answer that the case is like that of a farmer who has enough money to plant his seeds and start his crops, but who in mid-Summer needs a little help and has no one to whom to turn. That help gives him an agricultural machine or the means of watering his crops or doing something else that means the difference between ruin and self-support.

“That is what the 25% supplied by America means. If the support given during the past fifteen years were now to be cut off, it would be like leaving a building whose foundations are securely laid, whose walls are built, but which still needs the roof.”
