The General Assembly’s Sixth (Legal) Committee yesterday rejected an Arab attempt to insert an item on its agenda that could have delayed discussion of the issue of international terrorism and which might have clouded that issue. The Arabs moved that an item titled “human rights in armed conflicts” be placed fifth on the agenda. The Legal Committee, however, voted 45-25 with 23 abstentions to insert a technical item on UN documentation in fifth place, thereby foiling the Arab plans.

The item on terrorism was placed sixth on the nine item agenda last week despite efforts led by the US to give it top priority. Israeli circles at the UN said yesterday that the Arabs have never accepted the fact that the UN will sit in judgement on terrorism and have made every effort since the start of the current General Assembly session to block it.
