A federal judge found U.S. charities liable for damages in the Hamas terrorist shooting of a U.S. citizen, a decision that is the first of its kind. On Wednesday, Judge Arlander Keys held the Texas-based Holy Land Foundation and another charity, the Islamic Association for Palestine, liable for the May 13, 1996 shooting of 17-year-old David Boim as he waited for a bus in the West Bank.
