A former U.S. ambassador to Israel called on the Bush administration to appoint a special envoy to deal with the Israeli-Palestinian conflict. Speaking at a House of Representatives hearing on U.S. policy toward the Palestinians, Martin Indyk also said he believed Arafat had acted to stop Palestinian violence in the wake of the Sept. 11 attacks in New York and Washington.
