A Hamas leader said he would consider negotiating with Israel. “Negotiations should not be ruled out, but the question is what is being discussed,” Mahmoud al-Zahar, acting head of the Islamic terrorist group in the Gaza Strip, told Al-Jazeera television Sunday. But he said there would be no change in Hamas’ basic view that the Palestinians should claim all of Israel as well as the West Bank and Gaza as a future state.
