A Jewish senator’s move to block consideration of virtually all legislation in the Senate has prevented lawmakers from voting on the foreign aid bill, which includes nearly $3 billion in Israel’s annual aid and $1.2 in special aid to implement last year’s Wye agreement. Sen. Herb Kohl (D-Wis.) blocked Senate action because he is concerned that a provision dealing with dairy issues, which are important to his state, could be attached to one of the bills.
