A meeting between Israeli Prime Minister Benjamin Netanyahu and President Clinton failed to produce an agreement on the size of an Israeli redeployment on the West Bank. But officials said the talks focused on a plan that would link a phased withdrawal with Palestinian fulfillment of its commitments. In a sign of possible progress, Clinton scheduled a second, unplanned meeting with the prime minister.
