A new “conception” of Palestine as a Jewish cultural and religious homeland was urged by the Times today.
“If the various areas that are now being offered for settlement prove suitable after examination and gradually absorbs the increasing number of refugees, is there not at least the prospect of a new conception of the national home in Palestine?” the Times asked. “Might it not come to be regarded as a religious and intellectual center for a number of Jewish communities, some of them conceivably self-governing, and scattered over the world in a new dispersion? Such a modification of aim — based upon the British rather than the Zionist interpretation of the Balfour Declaration — might relieve Arab fears.”
