A new Ukrainian law that allows for the creation of volunteer militias to help authorities fight crime could pave the way for extremist violence, according to the Union of Councils for Soviet Jews and other human rights groups. Several ultranationalist groups have already applied to form the militias, which were active during the Soviet era.
