A Russian Jew says a panel of Russian psychiatrists has concluded that he should not have to serve in the country’s war in Chechnya because he is a pacifist, according to a report provided by Dmitry Neverovsky to the Union of Councils for Soviet Jews. But charges that Nemerovsky violated the Russian Constitution have not been dropped.
