The question of the Jewish Agency will have to be decided by the next Zionist Congress, according to the decision of the Actions Committee of the World Zionist Organization, which has been in session here for over a week. Discussion on this question took up most of the time of the conference.

The Actions Committee adopted a resolution expressing satisfaction with Dr. Chaim Weizmann’s negotiations in America concerning the formation of the Jewish Agency and the extension of membership in it to non-Zionists.

The resolution further instructs the Zionist Executive Committee to continue the negotiations on the basis of the proposal submitted to the Actions Committee, and supported by the resolutions of the recent American Zionist Convention.

The Executive is also urged to reconsider the plan for the Agency until it is able to recommend to the Zionist Congress a more detailed plan. The Congress will then have to decide the matter.

The resolution recommends the Executive to take into consideration the proposals made by the Special Commission of the Actions Committee concerning the plan for the Agency. The proposals of this Special Commission were not made public.

In closing the conference, at four this morning, Mr. Nahoum Sokolow, the Chairman of the Executive, announced that the Executive is in principle in favor of transferring the Zionist headquarters from London to Palestine. The question will, however, have to be decided by the next meeting of the Actions Committee.

The Actions Committee accepted the proposal made by Mr. Berthold Feiwal that the directors of the Keren Hayesod, the Jewish National Fund and the members of the Executive of the World Zionist Organization meet in conference to adjust the difficulties existing between the two funds.
