After myriad postponements, the Cabinet voted 13-12 to discontinue manufacture of the Lavi, against the wishes of Premier Yitzhak Shamir. Peres, Defense Minister Yitzhak Rabin and the U.S. apparently had agreed that the U.S. would instead provide additional assistance to Israel, including a piece of the U.S. fighter jet pie. Israeli Aircraft Industry workers protested the decision by disrupting highways and runways and threatened to leave the country to seek aeronautical work.
