The Allied High Commission today annulled two regulations passed in the Bremen and Hesse provinces because they discriminated between Nazi victims living in Germany and those living abroad. The regulations provided that no compensation be paid to Nazi victims as long as they reside abroad.

McCloy has called the attention of Andre Francois-Ponoet, French High Commissioner, to a confirmed report that a stairway constructed of headstones from Jewish cemeteries was being used at a children’s school in Coblenz in the French zone. Continuous use of these stairs would lead to violent sentiments both in the United States and France, Mr. McCloy declared.)
