American representatives to the four-power commission on property restitution in Germany which is now meeting in Berlin have abandoned ##pe of reaching an agreement and have asked the State Department for further instructions, it was learned here today. It was also reported that the State Department is expected to meet with representatives of Jewish organizations to determine a ## course of action.
There are three possibilities open:; 1. Continue the apparently hopeless ?adripartite discussions, with the possibilities of yielding on ## points as the ##isposal of heirless property; 2. Attempt to reach a bi-zonal agreement with the British, and possibly the French, too. 3. Put into effect the unilateral plan already reached in the American zone.Army headquarters in Frankfurt today announced that William Stephens, American Red Cross Commissioner in the American zone, has been discussing with the Army the final phases of a Red Cross $5,000,000 program for DP’s which was initiated last November. Earlier, it was revealed that $3,000,000 had been allocated for food and medical equipment to be distributed among DP’s, most of whom are scheduled to be repatriated. The distribution, which will take place this month and next, will wind up the program.
