Israel Ambassador Abba Eban met today with Deputy Undersecretary of State Robert D. Murphy for a review of problems which arose in Mr. Eban’s last talk with Secretary of State John Foster Dulles. Ambassador Eban said today’s discussion covered all grounds–economic, political and security. He was accompanied by Reuven Shiloah, Minister of the Embassy.
It is understood that the Israel Ambassador told Mr. Murphy that Israel feels it was unwise and superfluous for Britain to have withdrawn a portion of a UN Security Council resolution expressing hope for peace. He indicated that in Israel’s opinion it was an unnecessary retreat and that the resolution would not have been rejected if the issue had been fought through. As a result of the retreat, a feeling in Israel of United Nations weakness has been intensified, Mr. Murphy was told.
It is believed that Israel has also directed the attention of the State Department to recent development in Egypt, including the continued Communist arms arrivals and the visit of Soviet Foreign Minister Dmitri Shepilov.
Radio Moscow today gave added weight to reports that Shepilov might negotiate an arms deal with Syria during his visit to Damascus. A broadcast quoted an article in the Moscow periodical “New Times” building up the Shepilov visit to the Arab states and noting significantly that his last visit to Egypt was followed by the arms deal with that country. A Syrian arms purchase mission is now in Prague. Mr. Shepilov might finalize an agreement with Damascus authorities, it is believed here.
