American Jewish Conference Outlines Plan for Conversion into Permanent Organization

An outline of the proposed permanent organization succeed the American Jewish Conference was given here today by Louis Lipsky and Dr. ?urice Eisendrath, leaders of the Conference, who announced that the blueprint has already been approved by the Interim Committee of the Conference.

The new organization, Mr. Lipsky and Dr. Eisendrath told a press conference, would include within its scope both demestic and overseas affairs. It would act as the unified voice of American Jewry” vis-a-vis the government and international organizations and Jewish communities overseas. In the fields of defending Jewish rights ? the U.S. and extending relief to Jews abroad, it would work through the recognized Jewish agencies.

Elections for the new body – whose creation will be decided upon at the fourth ?ssion of the Conference, which is to be held in Chicago over Labor Day week-end – ?would be “on the most democratic basis possible,” the Conference leaders stressed, with representation to national organizations and individual communities. The ruling body of the group would be a national council of 750, elected on the following basis: ?50 to be chosen by recognized national organizations on a basis of parity; 100 to be elected from New York City; and the remainder to be named by more than 400 communities.

WILL COOPERATE WITH DOMESTIC JEWISH GROUPS AND JEWISH AGENCY

The text of the plan approved by the Interim Committee of the Conference was ?eleased at the press conference. It defines the purpose and scope of the projected organization as follows:

“An organization, democratic in structure and representative of the American Jewish community, shall be established to secure and protect Jewish rights and to producte the general welfare of the Jewish people, here and abroad; and to enhance the contribution of the Jewish community to American democracy.

“In the field of international affairs, the organization shall act for American Jewry in all representations before the United States Government and its departments, intergovernmental agencies and the United Nations, and in all public relations connected therewith. The organization shall endeavor to cooperate with the organized Jewish communities of other countries and with such international Jewish agencies as ?re or may be established.

“In all matters affecting the rights and status of the Jewish people with repard to Palestine and its upbuilding, the organization shall endeavor to cooperate with the Jewish Agency for Palestine and may request organizations and agencies en?ged in activities in this field in the United States to submit reports periodically.

“In the defense of Jewish rights in the United States and in opposing all anti-democratic forces and tendencies in American life and in combatting anti-Semitism in all its forms, the organization shall act through recognized Jewish agencies, afficiated with the organization, operating in these fields, without affecting their autonomy, it being understood that such agencies shall be invited to report to the organization periodically in order that the organization may be in a position to consider their policies and work, and recommend proposals to promote their objectives.

“In the field of overseas relief and rehabilitation, the organization shall act through recognized Jewish agencies, affiliated with the organization, operating in these fields, without affecting their autonomy, it being understood that such agencies shall be invited to report to the organization periodically in order that the organization may be in a position to consider their policies and work, and recommend proposals to promote their objectives.”
