Russell B. Brown, general counsel of the Independent Petroleum, Association of America, protested today against the construction of a 555-mile oil pipeline which would by-pass Israel and duplicate present facilities now terminating at Haifa. The Haifa line is unused because the Arabs refuse to pump oil across Israel territory.
Mr. Brown said that the export of steel piping for the new line was “a diversion of steel from home needs: and that the steel situation is “critical” in the oil producing industry in the United States. The Commerce Department admitted the issuance of export licenses for the steel several days ago.
