An aide to Yasser Arafat said Palestinians should kidnap Israelis to use them as bargaining chips for Palestinian prisoners held by Israel. Ahmed Jbarra, whom Israel recently released from jail as a confidence-building measure with the Palestinians, made the comments at a rally in Bethlehem on Sunday night, according to the Palestine Information Center.
