An emergency conference of the Seaboard Region of the United Palestine Appeal last night adopted a resolution emphasizing that Palestine must be the spearhead of any large-scale colonization program. The conference, called to consider the colonization plan of the British Government for outlying portions of the Empire, heard Senator William P. King of Utah urge joint action by Great Britain and the United States to promote mass settlement of Jews in Palestine. Other speakers included Rabbi Edward L. Israel of Baltimore, national vice-chairman of the U.P.A., and Henry Montor, national executive director.
