An international body to combat compliance with the Arab boycott by non-Arab companies was formed here Wednesday by pro-Israeli business groups and Israeli Chambers of Commerce from 17 countries. The new body, called the International Steering Committee on Freedom of Trade with Israel, hopes to exploit what it sees as the weakening of Arab economic power due to falling world oil prices. Its first chairman is lawyer Kenneth Bialkin, chairman of the Conference of Presidents of Major American Jewish Organizations.
