The official said Damascus is not yet ready to forgo the use of hostilities in southern Lebanon as a bargaining chip. Meanwhile, the European Union’s envoy to the Middle East held talks with Israeli officials about their offer to implement the U.N. resolution calling for Israel’s withdrawal from Lebanon.
