A crisis in the feeding of the children of the Ukraine by the American Relief Administration has been precipitated by the announced refusal of the Ukraine government to stand the cost of shipping the food. By an arrangement between Colonel Haskell of the ARA and Litvinoff, it had been agreed that the Government would pay the freight charges.
At present, the districts being fed by the ARA have food surpluses, but these are expected to be exhausted within two weeks.
The J.T.A. has been informed by Colonel Haskell, that the ARA can bring food from the Black Sea ports, but the railroads will not carry it unless the government pays the freight charges. Colonel Haskell has arranged for a conference with Litvinoff in regard to the matter, in the meantime requesting D”. Rosen of the Joint Distribution Committee to intercede with Premier Rakovsky of the Ukraine to facilitate the food shipments.
