An Arab attempt to introduce an anti-Israel resolution at the annual conference of the International Labor Organization in session here, was repulsed today by a vote of 170 to 62–with only the Soviet Union and Tunisia voting with the Arab bloc for the resolution.
The resolution, introduced by the United Arab Republic, proposed that the conference discuss immigration into “certain artificial states on humanitarian grounds.” The draft did not mention Israel by name, but all at the conference were aware that it was a political move against Israel.
Delegates representing the Italian and British governments, and the delegate representing American employers, spoke against the resolution. The resolutions committee killed the draft on the grounds that its subject matter was outside the competence of the conference.
An Israeli Arab, Mar Kabel Tiby, of the village of Taiben, is representing Histadrut, the Israel Federation of Labor, at the conference of the International Labor Organization. Mr. Tiby is one of seven Israelis accredited as delegates to the I. L. O. assembly. The delegation from Israel is headed by Minister of Labor Mordechai Namir.
