The Arab Executive is backing recalcitrant villages which refuse to pay the collective fine for participating in the attacks upon the Jews and looting of Jewish property. The Executive is sending agents to these villages with instructions to resist the punishment.

The Arabs prefer indefinite imprisonment to paying the collective fines, the headman of a village near Beer Tuvia declared.

A government communique issued last night explains that while the existing law empowers the authorities to add all areas wherein disturbances occurred to the standing list of offending villages, a recent amendment specifies which villages, in the areas involved in the outbreak, come under the law.
