Highly-placed Foreign Office sources said today that a discussion of the Arab-Israel situation and Western defense plans in the Middle Eastern area will be part of the agenda requested by Britain for the forthcoming Big Three conference at Bermuda, which is scheduled to open on Dec. 4.

These second thoughts are due to what the Foreign Office Office considers American “wavering” on Israel.
